Duties and Responsibilities
Organization and administration management
\u2022\tImplement a sustainable and robust Procurement and Logistics system for the efficient and effective logistical and procurement support to company\u2019s projects.
\u2022\tOversee the proper control and operation of all the Procurement and Logistics requirements for and support services.
\u2022\tWhere relevant identify and introduce new procurement procedures and strengthen current practices to ensure the efficient, timely and compliant supply of all items.
\u2022\tLiaise and cooperate with Senior Management Team and Operations Managers on logistics and procurement matters.
\u2022\tProvide procurement support to company\u2019s projects, including through inputs in the proposals and participation in the kick-off meetings; contribute to project proposals, budgets and reports, as required.
\u2022\tAttends internal strategic and planning meetings when required.
\u2022\tRepresents Company to potential upcoming projects.
\u2022\tDevelop relevant management procedures within the team; Improve information flows within the department and with other departments and projects
\u2022\tEnsures an adequate logistics human resources structure is in place, with clear identification of roles and responsibilities, tasks and work plans.
\u2022\tProvides recommendations and technical support to field offices for recruitment.
\u2022\tEnsure the observance of the Company\u2019s Code of Conduct within the Logistics & Procurement function and assist the procurement and logistics staff to ensure compliance on rules and ethics regarding supply chain management.
Staff Management
\u2022\tProvides technical support and technical supervision to procurement\/logistics teams in the field in collaboration with Head of Operations, who are their direct managers.
\u2022\tOrganize the briefing of all new staff on logistics and procurement procedures.
Training\/Capacity Building
\u2022\tIdentify the needs and ensure training and capacity building for logistics and procurement team members in order to increase the level of technical ability and skills within the department
\u2022\tOrganize and provide basic sensitization meetings\/trainings in procurement\/logistics according to the needs
Procurement
\u2022\tDecides on the standardization, centralization\/decentralization of procurement in collaboration with Heads of Operations.
\u2022\tAssist in establishing and implementing procurement plans with various Managers
\u2022\tCoordinate the undertaking of market studies required for managing and compliance with the procurement requirements in company\u2019s areas of business
\u2022\tOversee the set up and maintain a database of local and international suppliers (Approved Suppliers list), detailing criteria of quality, price, service, ethics etc.
\u2022\tUndertakes centralized procurement as per request from Operations Manager \u2013 ensures procurement and logistics conditions are in place in each operations for proper planning, implementation, monitoring of the supply chain
\u2022\tValidates respect of the procedure for RFQ and above level across offices
\u2022\tIs responsible for harmonization and respect of the procedure for procurement done for company clients operations
\u2022\tIn collaboration with Operations Manager in communicating company\u2019s procurement rules and define adapted local procedures
Fleet Management
\u2022\tImplement and assist with enforcement of company\u2019s rules and regulations on Fleet Management and oversee the proper control and operation of the vehicle fleet and any vehicle service agreements entered into.
\u2022\tMUST be familiar Caterpillar, Hitachi, BELL, Liebherr, Komatsu
\u2022\tProvides suggestions regarding optimization of above equipment\u2019 needs.
\u2022\tResponsible for defining rules, compliance, ensuring all tools and documentation are clear and circulated.
Warehouse management
\u2022\tProvide technical support and technical supervision to Operations Manager in warehouse management
Transportation
\u2022\tIs responsible for undertaking transportation of supplies from Company to clients projects
\u2022\tDefines the rules related to transportation and remain responsible for compliance
\u2022\tProvides Technical support in transportation
Office logistics
\u2022\tProvide technical support, ensure harmonization and compliance with regards to office related logistic rules
\u2022\tImplement regular field visits and draft reports including recommendations.
Coordination
\u2022\tCoordinates procurement and logistics processes across project managers. Ensure proper communication on the procurement and logistics rules and processes across project operations.
\u2022\tResponsible for coordinate the company\u2019s logistics strategy, including Emergency strategy and inputs to contingency plan
Accountability
\u2022\tEnsure efficient, cost-effective and transparent utilization of resources
\u2022\tProvide support and assistance to ensure that all project processes and procedures for procurement and logistics are conducted in accordance with the Company\u2019s Operations Handbook and also the respective project\u2019s requirements and rules, as applicable
\u2022\tProvision of period updates and inputs for project reporting
\u2022\tRegular review of project proposals and budgets and provision of written reports regarding challenges or improvements concerning the logistics components as relevant, including advise and direction for further development
Required qualifications
\u2022\tBachelor\u2019s degree in Logistics, Procurement, Supply Chain Management or similar is desirable.
\u2022\tAt least 4 years of international company experience within Supply Chain or similar role preferably in oil and gas or mining area with complex knowledge of HSE.
\u2022\tExperience in logistics management and coordination within the field of supply chain management (Intl. procurement & tendering, contracting, clearance, transport, & warehousing, etc.), fleet\/ transport management and asset management, distribution support.
\u2022\tStrong knowledge of mining and exploration guidelines and procedures
\u2022\tFluency in written and spoken English required
\u2022\tExcellent management and personnel skills to enable the motivation, encouragement and participation of team. Excellent interpersonal and teamwork skills, working with different groups and nationalities
\u2022\tExperience of a flexible approach to managing and prioritize a high workload and multiple tasks in a fast paced environment with tight deadlines
\u2022\tExperience of building and developing the capacity of logistics staff (including partners) through trainings, mentoring support, coaching, etc.
