A a large-scale aquaculture project in the Mwanza region of Tanzania is currently entering an important growth phase. After securing the first plot of land for the project, the next phase focuses on acquiring additional land, securing the required permits and licenses, and preparing the site for construction and operations.
This development will take place in close collaboration with local communities, government authorities, and other key stakeholders in the region.
ROLE OBJECTIVE
The Stakeholder & Government Relations and Operations Officer will play a central role in this next phase of the project.
This person will be the company’s primary representative on the ground in the Mwanza region and will lead engagement with local landowners, community leaders, and government authorities. The role requires navigating administrative processes, building strong local relationships, and supporting the preparation of the project’s operational phase.
You will work closely with the two founding team members of Tilapia Premium Foods, one based in Dar es Salaam and one based in Mwanza. As one of the early employees of the company, you will have the opportunity to grow together with the organization as the project develops.
KEY RESPONSIBILITIES
Stakeholder & Community Engagement
ï‚· Build and maintain strong relationships with local communities, village leadership, and key stakeholders in the project area.
ï‚· Identify potential social dynamics, sensitivities, and opportunities for collaboration with surrounding communities.
 Lead engagement with small landowners adjacent to the company’s current land holdings to support further land acquisition.
Government Relations & Permitting
• Represent the company in engagements with local and regional government authorities (e.g., NEMC, TAFIRI, TISEZA, Municipal Council)
• Coordinate and manage the process of obtaining permits, licenses, and other regulatory approvals required for the project
• Act as the main liaison for regulatory inspections, site visits, and formal correspondence with authorities
Land Acquisition & Legal Processes
• Support negotiations and documentation related to land acquisition and land use matters.
• Coordinate with relevant authorities and advisors to ensure compliance with Tanzanian legal and regulatory frameworks.
Operations & Project Development
• Act as the company’s main operational presence on the ground in the Mwanza region.
• Support planning and coordination of activities related to project development, construction preparation, and early operations.
• Provide regular updates to the founders on progress, key milestones, and potential risks.
CANDIDATE PROFILE
Experience
• Mid to High-level professional with experience navigating Tanzanian regulatory and administrative systems.
• Experience working with government institutions, land matters, or community engagement.
• Experience in agriculture, aquaculture, infrastructure, or project development is an advantage.
• Being from, having family in, or having strong experience in the Mwanza region is a strong plus.
Knowledge & Skills
• Strong understanding of Tanzanian legal and regulatory frameworks, particularly related to land and permits.
• Familiarity with local government procedures and community engagement practices.
• Strong communication, negotiation, and relationship-building skills.
• High integrity and professional ethics.
• Ability to operate independently and proactively in a startup environment.
• Commercial awareness and strong negotiation capabilities.
